is determined by the translational motion. Total available energy is fixed. In case 2), part of the translation energy is converted to rotation energy.

The only possible complication comes from the resistance of air. Your problem is a (hill-like) slope, so the time is determined by the steady state translational velocity, which is determined by the air resistance. How this air resistance depends on spinning velocity is not obvious. But 1) is likely faster.
